As of Right Zoning

Most developers build ‘as of right’ to save time, reduce risk, and control costs, since it avoids lengthy approvals. Unfortunately, Chicago’s outdated zoning hasn’t kept pace with housing needs, and aldermen often use zoning as a political tool—delaying projects, driving up costs, and even exposing the City to lawsuits. As a result, we see high-cost housing, low-density projects, and a proliferation of three-unit condo buildings instead of more affordable, efficient housing options.
